I heard somewhere a rumor about a mixture of brick mortar and thinset making a waterproof and fairly fish safe (non-leeching) sealer for tanks. Anyone else hear that rumor or know the mixture ratios to make this work?

It doesnt sound like it would stick very reliably as a thin coat, but there are some off the shelf paint like products you can buy that do the job just fine.
