This seems to be an at your own risk sort of thing. If they want to throw the book at you they might. Most likely they would just make you off your fish. That is if you get caught. I decided I dont want to deal with it so I went with catfish.

If the fish are consumed, or destined to be consumed, then the exemptions do not apply. Just pick another fish besides tilapia.
