Many communities require a fence if the water reaches a certain height. Some places it's 18 inches. Mostly it is to keep kids out, not to protect your fish. I don't know if a teenager would help or hurt your bacteria, but it would provide a lawsuit if he got hurt.

I have a fence around the property (13 acres) , but not around my garden. I have been wanting a 6' chainlink fence for a long time, just too much money for one.

One would think that a fence around your acreage would work. Would a thick hedge closer to the fish tank help any? Raspberry, blackberry or cactus would be hard to get through. Fast growing native plants could work. What did the early settlers do for fencing?

Either that or check your insurance!

Just some wire mesh attached to posts going around the tank would help, and you could mount planters to it and have the plants climb up as well.

Or for this tank just make a lid out of wire mesh that can't be lifted off by a child.

her concern was that the fish might be stolen and put into the wild.

Sounds like you need to pursue the "lysine contingency"

Then a lid/cover for the tank with a lock to keep fish thieves out so they can't release your fish into the wild. Will also keep most predators from stealing the fish and keep children from falling into tank. If you choose an appropriate material for the cover, you can still see through it and feed through it so you only need to open it to get a net into the tank.
