I have planted different vegetables in raft bed systems but the vegetables are weak, small and not growing fast
My nitrate level is 18mg/l, potassium is 18.5mg/l, phosphorous is 5.4mg/l and magnesium is 5 mg/l

Are the nutrients insufficient or I need to add more fish to increase the nitrate

Post up some pictures of the vegetables, that will help us get an idea of what's going on :thumbright: . Could be lighting, could be temperature, could be a nutrient deficiency, tough to say at this point. The fact that you have measurable nutrient levels indicates you probably have enough fish or at least that the plants aren't able to use all that's there, maybe because they lack something they need.

And some photos of the plants roots if you have too much fish waste in suspension it coats the roots and plants and they suffocate .

Raft systems need really clean water

Here are the photos. i have the system for 2 years . Only once I had a good harvest of Chinese Mustard but could be that I added Seasol

I couldn't tell whether it's the new growth or the old growth that's affected (I think it's the new but I'm not certain). Basically it looks like an iron deficiency if it's the new growth - or a potassium deficiency if it's the old growth. These are both very common deficiencies in AP. If you want to add the iron to the system water then you need to know the pH of the water since some types of iron aren't available if the pH is too high or too low. Most types can be spray applied without as much concern over the pH but you'll need repeat applications every week or two. Any areas that aren't already dead should green up after a couple of spray applications (space the applications about a week apart).

If it's potassium - For potassium you can probably find an organic fertilizer or use seaweed extract that contains potassium.
